Verification

Initial verification:

Objective of the initial verification

The objective of an initial verification is to verify the project is implemented as planned, to confirm that the monitoring system in place and fully functional, and to assure that the project will generate verifiable emission reductions.

Methodology

The initial verification typically includes:

  1. review of project documentation
  2. on-site inspection: review of performance records, interviews with project participants and local stakeholders, observation of established practices and testing of the accuracy of monitoring equipment
  3. review of additional data from other sources if appropriate.
    Special focus is given on the
    - proper implementation of the project as described by the (approved) PDD.
    - the readiness of the system to deliver high quality emission reductions
Review of project documentation

Remaining issues and qualifications from validation/determination should be checked.

Assessment against CDM requirements

In order to ensure transparency, CDM Initial Verification Checklist of JACO CDM will be used.

Types of findings

Three different types of findings Corrective Action Requests (CAR), Forward Action Requests (FAR) and Clarification (CL) are defined.

On-site assessment

It is indispensable in order to verify that the project is implemented in accordance with the PDD.
Checkpoints: equipment installation, environmental and social impacts, operating staff, Information flows of monitored parameters, metering equipment and position of counters, evidence of metering equipment calibration, proper application for the required process and routines and documents

Initial Verification Report

This report includes methodology, Initial Verification Findings and Initial Verification Statement.

Work Plan and schedule

Verification work will be conducted and the schedule will be fixed based on the flow diagram as shown in the Validation / Verification Flow.
2.1 of the flow diagram shows the flow for the initial verification as a separate activity prior to the project commencing its regular operation. 2.2 of the flow diagram shows the flow for the initial verification as an integral part of the first periodic verification.

Periodic verification

Objective of the Periodic Verification

The objective of a periodic verification is to verify the compliance of the actual monitoring systems and procedures to the monitoring plan, to evaluate the GHG emission reduction data and to evaluate whether the reported data is sufficiently supported by evidences.

Methodology

The periodic verification typically includes:

  1. review of project documentation
  2. on-site inspections: review of performance records, interviews with project participants and local stakeholders, observation of established practices and testing of the accuracy of monitoring equipment
  3. review of monitoring results and verification of the correct application of monitoring methodologies
  4. determination of the reductions in GHG emissions,
  5. review of additional data from other sources if appropriate.
Review of project documentation

Remaining issues and qualifications from validation/determination should be checked.

A forward action requests (FAR) will be issued when needed.

On-site assessment

Key areas of on-site assessment
- Information flows for generating, aggregating/collating and reporting the selected monitoring parameters
- Calculations and assumptions made in determining the GHG data
- Controls in place to prevent, or detect and correct any significant errors or omissions in the selected monitoring parameters reported

Verification Report

The final verification report will:
- give an overview of the scope of the verification
- include a general discussion of details captured by the verification protocol, and clearly state the conclusions related to the verification and the verified amount of emission
