

Validation
Objective of the validation and approach to the services:
The validation scope is defined as an independent and objective review of the project design document, the project's baseline study and monitoring plan and other relevant documents. The information in these documents is reviewed against Kyoto Protocol requirements, UNFCCC rules and associated interpretations.
Methodology
The validation consist of the following three phases:
- a desk review of the project design and the baseline and monitoring plan
- follow-up interviews with project stakeholders
- the resolution of outstanding issues and the issuance of the final validation report and opinion
Review of CDM-PDD and additional documents
The PDD and additional documents will be reviewed based on the Kyoto Protocol, Marrakech Accord and other UNFCCC criteria.
Assessment against CDM requirements
In order to ensure transparency, JACO CDM CDM Validation Protocol will be used.
Types of findings
Three different types of findings are defined. (1) Non-fulfillment of Validation Protocol criteria or where a risk of the fulfillment of project objectives is identified should be reported as a "Corrective Action Request". (2) Issues requiring further elaboration are highlighted as "Clarifications". (3) Issues on which a decision cannot be reached at this stage are termed as "Observations".
Interviews:
Interviews will be conducted on site, by telephone or e-mail, case by case to stakeholders in the host country and project participants and other stakeholders.
Resolution of Clarification and Corrective Action Requests
The objective of this phase of the validation is to resolve the requests for corrective actions and clarification and any other outstanding issues which needed to be clarified for JACO CDM's positive conclusion on the project design.
As a rule of JACO CDM to avoid conflict of interests, Certification Determination Committee of JACO CDM, whose members are independent of JACO CDM, makes the final decision on the results of assessment before submitting the project to the CDM Executive Board for the registration as a CDM project.
Work plan and schedule
Validation work will be conducted and the schedule will be fixed based on the flow diagram as shown in the Validation / Verification Flow.
